Meyer Suozzi’s Representation in Linda Rice Matter Recognized in New Edition of Equine Regulatory Law

Jun 6, 2026Equine & Racing Law

Meyer, Suozzi, English & Klein, P.C. is pleased to share that the firm’s work in the Linda Rice matter has been recognized in the newly released second edition of Equine Regulatory Law by Robert L. Heleringer, published by the University Press of Kentucky.

The publication, a comprehensive resource on the legal and regulatory framework governing the equine industry, includes discussion and commentary on the Rice matter, a significant case involving New York horse racing regulation, disciplinary proceedings, and the scope of administrative penalties.

Meyer Suozzi represented thoroughbred trainer Linda Rice in proceedings involving the New York State Gaming Commission. In June 2023, the Appellate Division, Third Department annulled the portion of the Commission’s determination that revoked Ms. Rice’s training license, finding that the license revocation was disproportionate to the offense, and remitted the matter for further proceedings.

The firm’s representation was led by Andrew J. Turro, with significant involvement by Daniel B. Rinaldi. Their work reflects Meyer Suozzi’s depth of experience in equine and racing law, administrative proceedings, and complex litigation involving highly regulated industries.

Equine Regulatory Law, now in its second edition, examines legal cases that have helped define the equine industry, including matters involving racing commissions, disciplinary decisions, licensure, and rule enforcement.
