Howard A. Freeman is an Associate in the Tax Certiorari and Condemnation Law practice in the Garden City office of Meyer, Suozzi, English & Klein, P.C. Mr. Freeman’s practice includes representing retail, commercial, industrial, agricultural, and residential taxpayers in obtaining real estate tax assessment reductions, tax refunds, exemptions and abatements.

Professional Profile
Prior to joining the firm, Mr. Freeman was an Assistant Corporation Counsel in the Tax & Bankruptcy Litigation division of the New York City Law Department.  While at the Law Department, Mr. Freeman evaluated property and assessment claims made by commercial, residential and mixed-use properties in New York City and reviewed appraisals, co-op offering plans, mortgages, property leases and the income and expenses of properties in order to determine their property values.

Mr. Freeman was also a member of the Tort Litigation Division of the New York City Law Department where he managed the pre-trial discovery of an extensive caseload on behalf of the City of New York and various city agencies.  Mr. Freeman conducted discovery conferences, drafted discovery requests and responses, defended the City during trials and arbitration proceedings, and conducted and defended the City during depositions.  In addition, Mr. Freeman drafted and argued complex motions for summary judgment, vacating orders, and consolidating actions.

While in Law School, Mr. Freeman was an intern at the Office of the District Attorney of Nassau County as well as for the Honorable Edward M. Rappaport, Kings County Supreme Court.

Education
Mr. Freeman graduated from Cornell University in 2001 with a Bachelor of Science in Applied Economics, Business Management and Marketing.  Mr. Freeman received his Juris Doctorate, Cum Laude, from the Benjamin N. Cardozo School of Law in 2004.  While in Law School, Mr. Freeman was a member of the New York State Bar Association and the Cardozo Student Bar Association.

Professional Affiliations & Recognition
Mr. Freeman is a member of the New York County Lawyers Association, Real Property Section.  While in Law School, Mr. Freeman received a Dean’s Academic Scholarship, and was a member of the Order of the Coif and the Cardozo Arts & Entertainment Law Journal.

Community Involvement
Mr. Freeman’s experience reflects a dedication to community involvement as evidenced by his participation in the Innocence Project law clinic where he was competitively selected to work with Mr. Barry Scheck in using exculpatory DNA evidence to exonerate wrongfully convicted defendants.
