The Los Angeles Times quoted Paul Millus in an article titled “Maine Seeking Court Order to Keep Ebola Nurse Kaci Hickox Quarantined.” The article, published October 29th, discusses the conflict between a nurse quarantined in Maine for treating Ebola patients and the state, as officials said they are seeking a court order to prevent her from leaving her home.

The article stated: 'But Maine could have problems enforcing the quarantine, said Paul Millus, a New York attorney and civil rights litigator.

"The problem with this particular case is apparently Ms. Hickox is not demonstrating any symptoms whatsoever of Ebola infection,” he said.

Millus said Maine’s law required the state to show “clear and convincing evidence” that someone quarantined for health reasons posed a public health threat.”
